(a) There are no charges for application/ cancellation for Green Energy Tariff.
(b) As per clause 9.27.10 Additional charges for belated payment of charges, The
Licensees shall charge the Delayed Payment Surcharge (DPS) per month on
the bill amount at the rate of 5 paise/ Rs.100/ day or Rs.550 whichever is
higher. In case of grant of installments, the Licensee shall levy interest at the
rate of 18% per annum on the outstanding amounts, compounded annually
and the two charges shall not be levied at the same time. The DPS is applied
on outstanding amount including Green power tariff is applicable if payment
is not cleared within due date.
(c) Additional security deposit will not be collected from the consumer at the time
of approval of supply under green energy tariff. However, charges billed
under this option shall be considered for calculation of additional security
deposit being billed to the consumers annually.
(d) Any requisition for green energy from DISCOM shall be for the 100% of their
consumption and for the entire financial year i.e., till March of the financial
year in which the application/ requisition was made i.e. from the first billing
month after the date of approval of green energy tariff by DISCOM and no
revision shall be accepted by TGSPDCL for the said period.
(e) The subscriptions for Green Energy Tariff shall be automatically renewed for
next financial year unless cancelled by the Consumer during the subscription
period by giving a one month notice in advance to the DISCOM for
cancellation of the subscription for green energy tariff.
(f) The Tariff for the Green Energy shall be as determined by the Commission in
applicable Tariff Orders, which at present is Rs. 0.66 per unit which is over
and above the normal tariff of the respective category in which the consumer
falls as per the agreement and it may vary as per the Hon'ble Commission
Tariff Orders.
(g) Green energy supplied by TGSPDCL to the consumers shall be over and above
Renewable Purchase Obligation compliance (RPPO) of TGSPDCL.
(h) The Green Energy certificate shall be issued to the consumers for billing
month along with next billing month bill, post confirmation of receipt of 100%
payment from the consumers against the electricity bill generated including
arrears. The green energy certificate may be withheld by TGSPDCL in case of
an arrear dues or litigation at the consumer end.
(i) The green energy certificate issued by TGSPDCL shall be non-negotiable, nontradable and non-transferrable.
(j) The Distribution Licensee shall approve the Application form for opting green
energy tariff for an existing connection not exceeding 18 working days on the
receipt of application complete in all respect and after completion of
departmental formalities.
(k) The approval of the application shall be based on the followings:
a. Availability of green energy at the periphery of the Distribution Licensee
with all the contracted sources of RE generators to satisfy the cumulative
demand of green energy by consumers.
b. In case of short fall in green energy quantum at DISCOM periphery to
satisfy the increasing demand for Green Energy application, DISCOM will
approach TSERC for suitable dispensation to procure additional green
energy power at reasonable rate.
c. In case sufficient Green Energy over and above its RPPO and already
commitment approved to consumers, is not available/ not procured by the
DISCOM, the application will be rejected.
(l) DISCOM at its discretion may reject consumer application, if there are any
arrear dues or legal issue with the consumer or application is not proper or
required documents are not submitted. Also, the application may be rejected if
the supply of green power is not technically feasible.
(m) In case the application for opting green energy tariff is allowed, the same shall
take effect immediately, i.e., from the ensuing billing cycle when application
for the green energy tariff is approved.
(n) The DISCOM shall scrutinize the application and share acknowledgement
with the consumer for the application if it is in complete shape or information
shall be given to the consumer for submission of the application in full shape
within 3 working days through e-mail or letter in case any deficiencies. The
consumer has to attend the deficiencies and submit the application in full
shape within 3 working days, failing which the application is deemed rejected
by the DISCOM.
